Town Meeting, 9/17 at 2PM; After the flood – the emotional impact of community disaster

Come and join us in the Plymouth Municipal Building on Saturday, September 17th, following the 2PM Town Meeting, to spend time with Suzi Whitehurst talking about the emotional impact a natural disaster can have on people of all ages, including children and young people.

Mentors and buddies, coaches, parents, neighbors, family friends, all should know what to watch for and how to be present for people who’ve been through this traumatic event.

Plymouth Town Recovery Effort

The Town of Plymouth has set up a volunteer recovery effort to assist Plymouth residents and homeowners impacted by Hurricane Irene get the help they need to repair and rebuild. 

We have three teams involved in this effort

The Recovery Assistance Team has set up office in the Plymouth school and is ready to help those impacted by Hurricane Irene.  They can help with your FEMA registration or with the next steps.  They are researching other resources too and will gather information to share with residents. If you have a need, visit with them at the school, call 672-3666, or email jillplymouth@gmail.com.

The Farm and Wilderness Team is managing community volunteer clean-up projects.  If you have a clean-up project that volunteers can help with get in touch with the Recovery Assistance Team and we’ll work with F&W to make it happen. Or if you can volunteer with some manual work let us know.

The Plymouth Memory Tree Team is launching a fund raising campaign to be able to help financially.   If you have a financial need the Recovery Assistance team can help you with the steps to apply.

The Recovery Assistance Center in the school will be open
Monday through Friday 2pm to 6:30pm
Saturday 9am to 5pm
Sunday closed

We’re planning on closing the office by October 24 unless we need to be here longer.

Plymouth Emergency Management Team Stands Down

Sept 8 – Today the Plymouth Emergency Management Team officially handed the reins back to the Town Selectboard in a meeting at the Municipal Meeting. Ralph Michaels, selectboard chair, thanked the emergency team for getting us through hard times. He also thanked Plymouth residents for volunteering and getting us as far as we’ve come to date.

Michaels reviewed the chain of events that led to the creation of the Emergency Management Team and detailed the Town’s response to Irene. On Sunday, August 28, after Irene arrived, the waters peaked about mid-day. By the end of the day the waters had receded. Larry Lynds took the town loader to Pingree Flats and to Frog City, clearing the way. Michaels drove up through a gravel pit road to establish temporary access through to Hawk and to Ludlow. By Monday, a passage was established – not a good one, but sufficient for emergency equipment.

Mike Lynds dug his way out of Grand View and Messer Hill with his loader and headed up to Lynds Hill. Michaels indicated he is still there on Lynds Hill working to secure the roads. The hope is that area will be done in a week or two.

Many smaller roads and dead end roads, like “Dead End Road” by Round Top and Frog City Road were passable by Monday or Tuesday. In general there has been tremendous progress on town roads, though it’s been slower progress on the state roads.

On Tuesday, August 30, Ralph Michaels and Sue Poirier contacted everyone they could – they reached out to other towns to find routes out of Plymouth besides through Ludlow. The full Emergency Management Team was established that same day.

In summary, Michaels said we are now officially moving to recovery mode. All of our town residents are now safe and have a place to live. The Emergency Management Team members will still help out, but the structure will be different. The Selectboard is returning to its role as a legislative body, overseeing finance, reconstruction of roads and acting as the point of contact with agencies. He said they are looking forward to getting the Municipal Building back to the way it was, so that our regular town business can be carried out again. The School Building will serve as the recovery assistance office.

The recovery assistance efforts will be coordinated by Jill Davies. The highway department will continue to rebuild roads, highways and bridges and Russ Tonkin, Town Health Officer, will continue to respond to health concerns. Seymour and Judy Cohen will act as Information Officers, to help direct residents to the correct town contact.

Michaels invited Jill Davies to speak about the structure of the recovery assistance process. The goal of the recovery assistance is to rebuild properties and lives and to identify help to meet the needs of Plymouth residents, including getting access to grants and other resources that might be available.

Davies spoke directly about the FEMA process:
#1 Residents must register with FEMA, if they experienced damage to house or driveway of a primary residence
#2 After registering, FEMA inspectors will come to view the damage
#3 After the inspection, FEMA will send a letter regarding any grant award for damages
#4 If no grant is received, residents should work with the Plymouth recovery assistance volunteers who are looking for additional resources that might be used to help Plymouth residents.

The recovery assistance effort will be a conduit for resources. Davies urged residents to talk to them before you spend a lot of time doing research about funding sources or other resources on your own – they are gathering the information for all of us to use.

The recovery assistance effort is also coordinating volunteers. If you have needs, they’ve got people who can help. Farm and Wilderness has offered its team to help work on your home or yard to clear out stuff and can bring in more people if necessary. Recovery volunteers are needed to help conduct internet searches for resources, staff the info desk at the school and work with people who come to the School for help.

The recovery assistance group is also leading a fundraising campaign for the Plymouth Memory Tree recovery fund to provide direct assistance to Plymouth residents in need. Any volunteers who want to be on the fundraising team are welcome.

Michaels closed the meeting by announcing that the next town meeting will be on Saturday, Sept. 17 at 2PM at the Municipal Building.

Margo Marrone’s Plymouth Report – Sept. 6

Well, trying to regain some sense of normalcy during this chaos. Plymouth roads are a mess, but the rebuilding is progressing amazingly fast. It is difficult to keep up-to-date & instructions keep changing – even several times in a day. I just received word that the Governor has cancelled his scheduled visit to Plymouth for today (9/6).

Basically, I would say that staying off the fragile temporarily fixed roads will give the crews a better chance to make more substantial repairs. The Rocky Road 1 connecting the 2 ends of town where Rte 100 has been severed is passable via 4WD vehicles, but not encouraged as they try to make Rocky Road 2. After the Labor Day rains, it was restricted to emergency personnel & construction vehicles. The Kingdom & Notch roads call for the same caution, especially since there is heavy truck traffic to bring in needed materials. By the time this goes to print, things may be different!

There was a meeting at Tyson Church on Sat, 9/3 to try to bring folks on this end of town up to speed & to obtain input, since the daily meetings at the Town Building were pretty much inaccessible from here. There were probably 100 people & I believe the most beneficial thing to come out of it was the networking between neighbors. Those who could offered to assist those who needed help & that is still continuing. Thanks to Art for bringing dumpsters for trash & for recyclables. Hope that can happen again this coming weekend!

Food was transferred to the Inn at Waters Edge (thank you Tina & Bruce for housing it) & many hands transported the goods & organized it. Jim Nielson brought over perishable food from Hawk. What was not given out has been cooked up by Tina & brought to the Town Bldg for the meals they are serving. Some of it, plus food others are preparing will be used for a community supper at Tyson Church on 9/6 for the south end of town. Not trying to exclude the other side of the Rocky Road, but simply to help us process this disaster & gather for some special time together, without negatively impacting the Rocky Road.

Life goes on & school has started, despite the need to take alternate routes. It will be good for the students to get into a regular routine & focus on other things. Folks are getting back to work, but not everyone since their jobs are not feasible at the moment. Let’s remember that help is needed not only for those whose homes have been destroyed, but also for people whose income have been disrupted. Food & supplies are available on both ends of town – the Town Bldg & the Inn At Water’s Edge. I believe that Kathy Lynds has set up a place in the Notch as well.

On a lighter note, Happy Birthday to Anna Hepler (9/6) & Elaine Gambone (9/9). I understand that Eric & Elaine have their anniversary on 9/13 – congratulations! Focusing a bit on positive things will certainly help us through this difficult time.

It was nice to see so many people in church on Sunday, where we shared stories that were heartrending at times, but also showed there have been many blessings for which to be thankful. One such incident bears repeating. Our canoe was attached to John Henelly’s dock, both of which were missing after the storm. It was spotted across the lake with the white plastic chair still attached & cinder blocks on top that were supposed to keep the dock from moving. He & Tom were attempting to retrieve it in his canoe with a tiny motor attached. In crossing back across Echo Lake, the motor died & they began paddling. Soon a kayak decided to help & attached to the front, then another canoe did the same. It must have been quite a sight – a canoe towing a kayak, towing a canoe, towing a dock, with a sailboat attached. Neighbors helping neighbors! If anyone happened to get a picture of this flotilla, please send it to me.

Elaine Gambone sent a note about the Memory Tree accepting contributions to help Plymouth residents, but noted that channeling it through non-profits Neighbors Helping Neighbors, Inc. PO Box 39 Bridgewater, VT 05034 or Church of Our Saviour PO Box 272 Killington, VT 05751 would allow donations to be tax deductible. Of course, people have already been sending donations to help Plymouth residents to Tyson Church at 39 Dublin Rd, Ludlow & we can funnel the money as well. The important piece is that folks want to help & there are those who definitely need it!

Route 100 Open Again

The culvert has been installed and Rte 100 is re-opened to traffic.  That equates to being open (to our knowledge) from the junction with Rte 103 to the junction with Rte 4.

Also, the Flag Raising Ceremony as well as today’s town meeting was filmed and will be on LPCTV possibly tonight but definately tomorrow.  The town meeting addressing our transition from Emergency to Recovery team will also be filmed and posted on the same site either tomorrow night or Friday.
